Chattanooga Throwback Thursday: Where Is It?

This location was named for an artist who lived and painted in the neighborhood during the 1850s. It was once considered one of the finest neighborhoods in the city, containing many antebellum mansions and at the time, the oldest houses remaining in Chattanooga. Where is it?
